With less than a week left in its session, a labor coalition is pressuring lawmakers to pass a long-awaited wage hike bill. The Nagkaisa labor coalition argues that the rising cost of living is making it difficult for workers to survive on their current wages. While the Department of Labor and Employment (DOLE) advocates for adjustments through regional wage boards, labor groups point to the insufficiency of recent wage increases. The House Speaker has pledged to push for the passage of the bill, but its fate remains uncertain.

Workers are seen in file photo on one of the many construction projects in Metro Manila. Most construction workers are minimum-wage earners.

DOLE Secretary Bienvenido E. Laguesma made the remark in an interview with Palace reporters in Pasay City on Wednesday when asked about his position on the pending P150 wage hike in Congress.Under Republic Act No. 6727 or the Wage Rationalization Act, Congress delegated its power to approve minimum wage adjustments to the Regional Tripartite Wages and Productivity Board .

Laguesma said employers and workers can also negotiate for pay increases in the plant level through collective bargaining agreement or through productivity pay schemes. The proposed increase is outlined in House Bill No. 7871, or the Wage Recovery Act, filed in 2023 by the Trade Union Congress Party .
