Senatorial candidate Leody de Guzman advocates for the removal of confidential and intelligence funds (CIF) from civilian agencies, deeming it a modern-day pork barrel system. He proposes a bill to ban CIF and argues for greater transparency in government expenditures.

Labor leader and senatorial candidate Leody de Guzman has called for the removal of confidential and intelligence funds ( CIF ) allocated to civilian agencies, characterizing it as a modern-day pork barrel system ripe for corruption. During his interview on Super Radyo dzBB's 'Ikaw Na Ba?' senatorial interviews series, De Guzman stated that if elected senator in the May elections, his top priority would be to introduce a bill prohibiting CIF .

He likened CIF to the Priority Development Assistance Fund (PDAF), which was abolished in 2013 due to widespread allegations of misuse and corruption. De Guzman argued that CIF lacks transparency and accountability, stating that it cannot be scrutinized or questioned. He emphasized that all government expenditures should be transparent, as they represent the people's money.De Guzman also questioned the necessity of allocating CIF to civilian departments, pointing to the existence of the National Intelligence Coordinating Agency (NICA) and intelligence funds designated for the police and military. He suggested that these funds should be directed towards these national security agencies rather than civilian departments. This call for CIF abolition comes amidst ongoing disputes between lawmakers in Congress and Vice President Sara Duterte and officials from her offices, the Office of the Vice President (OVP) and the Department of Education (DepEd), over alleged irregularities in the use of confidential funds. De Guzman, who ran for president in 2025 on a platform advocating for workers' rights, reiterated his commitment to pushing for a legislated wage increase and the implementation of a wealth tax on billionaires if he secures a Senate seat. He also reaffirmed his plans to advocate for direct democracy and the prohibition of political dynasties in the country.De Guzman, a vocal labor rights activist affiliated with the Bukluran ng Manggagawang Pilipino (BMP), is known for his pro-poor and pro-workers stances. He highlighted the need for a P750 increase in the minimum wage, stating that the current wage of P645 in Metro Manila and even lower in distant provinces is insufficient to meet the government's declared living wage of P1,207. He pledged to champion the cause of Filipino workers if elected to the Senate
