Police Colonel Enrico Figueroa, the Cebu City Police Office (CCPO) chief, led the boodle fight alongside his officers.

Figueroa expressed his gratitude to all personnel from the police force, the Armed Forces of the Philippines (AFP), the Bureau of Fire, and other government agencies, including force multipliers, who contributed to the security of the large-scale event in Central Visayas. He acknowledged the challenges they faced due to the massive crowd turnout at the Sinulog Grand Parade, which reached an estimated four million people. He commended their resilience, teamwork, and exemplary service, stating that their dedication upheld the integrity and trustworthiness of not only the CCPO but the entire Philippine National Police (PNP) organization. Figueroa also thanked the Cebuano people for their cooperation in ensuring a successful and peaceful Sinulog celebration.Police Lieutenant Colonel Maria Theresa Macatangay, the CCPO deputy city director for operations, highlighted the successful crowd control efforts during the event. Macatangay stated that the uninterrupted flow of the Sinulog carousel was a testament to the CCPO's ability to manage the large crowds. She acknowledged that there were instances where people attempted to deviate from the designated routes, particularly in Sector 8, the exit area for contingents who had already performed at the Cebu City Sports Center.
