As the Sinulog Festival approaches in Cebu City, officials are anticipating a rise in the number of mendicants and are intensifying efforts to educate the public about the city's anti-mendicancy law. Cebu City Transportation Office (CCTO) head Raquel Arce emphasizes that the ordinance applies to both locals and foreigners, with violators facing fines or community service. While the number of mendicants in the city is reportedly lower compared to previous years, some have relocated to neighboring cities. CCTO personnel receive reports on mendicant presence and forward them to the anti-mendicancy task force for action. The Cebu City Anti-Mendicancy Office (Ccamo) is actively conducting an information drive to ensure the public understands the seriousness of the anti-mendicancy law.
MENDICANTS in Cebu City are expected to increase in number as Sinulog Festival nears, thus, officials are intensifying their efforts to educate the public on refraining from giving alms. Cebu City Transportation Office head Raquel Arce, in a phone interview on Friday, Jan. 3, 2025, said the information drive for the anti-mendicancy law continues as many visitors are expected to come for the Sinulog Festival .Arce said the anti-mendicancy ordinance covers not only the locals, but also foreigners.
Arce said the number of mendicants within Cebu City was lesser compared to previous years. She also said some of the mendicants have relocated to neighboring cities, like in Mandaue and Talisay.Arce, however, was not able to provide any data on the number of mendicants, saying it is the Cebu City Anti-mendicancy Office who is responsible for it.
