The Toledo City Government, in partnership with Pag-Ibig Fund and DHSUD, has signed a tripartite MOA to construct 3,000 housing units for 3,000 families, making Toledo City the first LGU in Cebu to benefit from the 4PH program.

The Toledo City Government, Pag-Ibig Fund , and the Department of Human Settlements and Urban Development ( DHSUD ) have entered into a tripartite memorandum of agreement (MOA) to construct at least 3,000 housing units in Toledo City . This project aims to provide homes for approximately 3,000 families, marking a significant milestone in the government's Pambansang Pabahay Para sa Pilipino ( 4PH ) Program.

Toledo City becomes the first local government unit (LGU) on the island of Cebu to benefit from this national housing program. The MOA signing ceremony, held on March 14, 2025, was attended by key figures including Toledo City Mayor Marjorie 'Joie' Perales, Vice Mayor Jay Sigue, DHSUD Secretary Jose Rizalino Acuzar, and Pag-Ibig Deputy CEO Alexander Aguilar. Mayor Perales expressed her commitment to ensuring affordable and decent housing for every family in Toledo City, highlighting the 3,000 condominium units planned for the city. These units will feature open spaces, parking lots, and other essential facilities. Construction of a 10-story condominium building in Barangay Canlumampao, Toledo City, is already underway. The groundbreaking ceremony for this project took place on June 24, 2024. Secretary Acuzar emphasized that the 4PH program aims to make homeownership more accessible and achievable for Filipinos, despite the challenges often associated with high housing costs. He stressed that the program provides a viable solution for those seeking to own their own homes. Pag-Ibig Fund's financing program will play a crucial role in supporting the program's goals. Eligibility for the condominium units is limited to legitimate residents of Toledo City who successfully pass the evaluation process. Beneficiaries must be active Pag-Ibig Fund members, belong to the low-income sector, and not own any land or building. The LGU's records will be used to determine the qualified beneficiaries. The MOA signing ceremony was also attended by other prominent officials, including DHSUD Undersecretaries Garry de Guzman and Eduardo Robles Jr., Assistant Secretary Sharon Paquiz, DHSUD-Central Visayas Director Lyndon Juntilla, and representatives from Toledo City
