While the ban exempts the distribution of food packs as part of calamity relief efforts, it still “covers medium- to long-term calamity rehabilitation efforts that involve infrastructure,” Herrera added. “So, the solution is: all fund releases should happen before March 25 or the executive should ask the Commission on Elections to exempt these Odette fund releases and activities from the election spending ban,” she said.

The amounts released were charged to the contingency fund under the 2021 national budget, the DBM said.?On the other hand, the DBM injected another P827.18 million to state agencies responding to the needs of typhoon victims. Citing his agency’s assessment, Secretary Eduardo del Rosario said at least 339,327 houses were partially damaged while 167,077 were totally destroyed by Odette. These are spread through in Regions 4-B, 6, 7, 8, 10, 13, 9 , 11 , 12 and the Bangsamoro Autonomous Region in Muslim Mindanao .

“The assistance we will provide is P1,000 per individual or a maximum of P5,000 per family in accordance with the announcement of the President,” he said. Other regional DSWD field offices in Odette-hit areas pledged to send more tarpaulin sheets to disaster areas.
