The shear line and the Northeast Monsoon will bring cloudy conditions and rains over several parts of Luzon .According to PAGASA ’s daily weather forecast on Tuesday afternoon, the Northeast Monsoon will cause cloudy skies with rains over Batanes, while the shear line will bring cloudy skies with scattered rains and isolated thunderstorms over the Cordillera Administrative Region, Ilocos Norte, Ilocos Sur, Aurora, the Kalayaan Islands, and the rest of Cagayan Valley.
