Local government officials will have to give a refund to the national government if they distribute cash aid to ineligible beneficiaries under the two-month emergency subsidy program, a Palace official said Sunday.

Cabinet Secretary Karlo Nograles said the local officials may also face criminal, civil and administrative liabilities in case of fraud and other irregularities in the distribution of financial aid to low income families despite the refund.

Nograles issued the warning after reminding local government units to follow the guidelines on the implementation of the emergency subsidy program since these are subject to audit rules. “Kung hindi tama ang pag-distribute ninyo, the LGU is constrained to refund kung mayroon man pagkakamali ang LGUs sa pagbibigay ng kwarta and refund does not absolve you from any criminal, civil or administrative liability. maliwanag ‘yan ,” he said.

According to Nograles, the local government units must forge a memorandum of understanding with the DSWD to facilitate the transfer of funds for the subsidy program.
