In Talisay City, Cebu, 17 couples — four female persons deprived of liberty (PDL), 13 non-PDL females, 16 male PDLs, and one former male PDL — exchanged vows during a mass wedding held at the Talisay City Jail on December 20, 2024.The detention facility, which houses 1,229 male and 180 female inmates, holds a mass wedding only once a year, offering couples the chance to marry if they meet the required documentation.
This year’s ceremony was particularly significant, as it allowed the couples to celebrate their union with family and relatives, who were granted access to the facility for the occasion..While many of the couples face charges related to illegal drugs, the event symbolized a new chapter in their lives and offered hope for rehabilitation. It reflects a growing global movement toward restorative justice, where incarcerated individuals are given opportunities for personal transformation, emotional healing, and reintegration into society.From June to December 2024, a total of 187 inmates at Talisay City Jail were granted pardons, further underscoring the focus on rehabilitation and second chances for those who demonstrate remorse and a commitment to change. These pardons, part of broader efforts to reduce overcrowding and promote reintegration, have allowed many inmates to reunite with their families and communities.The wedding on December 20 was organized by the Welfare and Development Unit of Talisay City Jail-Male Dormitory in collaboration with the Cebu Archdiocesan Prison Apostolate.The inmates contributed to the event’s success, with fellow prisoners taking on roles as makeup artists, choir members, wedding organizers, and sound system technicians.The event echoes similar initiatives around the world, where correctional facilities embrace rehabilitation over punishment, offering incarcerated individuals a second chance at love, redemption, and a brighter future
