THE House Committee on Constitutional Amendments approved the bill to implement the resolution calling for a constitutional convention (con-con).

The bill, a substitute one, was approved by the committee with amendments during a meeting on Monday, February 27. It still has to undergo plenary debates.Under the bill, one delegate per legislative district shall be elected to the con-con while sectoral representatives, who shall constitute 20 percent of the total number of con-con delegates, will be jointly appointed by the Senate president and the House speaker.The election of con-con delegates will be on Oct. 30, 2023.

The Senate president and the House speaker shall 'jointly preside at its opening until a presiding officer is elected by the convention from among the delegates.' The convention 'shall be deemed organized upon the election of the convention president and presiding officer, which shall be the first order of business.'Under the bill, the delegates' term of office shall be seven months and 13 days, or from Nov. 21, 2023 to June 30, 2024.
