The Department of Social Welfare and Development ( DSWD ) is intensifying its psychosocial interventions for teenage mothers and their families as part of 'ProtecTEEN,' an initiative aimed at tackling the rising cases of adolescent pregnancies in the Philippines . According to a report by the Commission on Population and Development (CPD), 142,276 adolescent mothers gave birth in 2023.

While this figure represents a decrease from the 150,148 cases recorded in 2022, the CPD highlighted a concerning surge in the number of very young adolescent mothers, those under the age of 15. This demographic has seen a significant increase, jumping from 2,411 births in 2019 to 3,343 in 2023. In response to this pressing issue, the DSWD swiftly implemented a pilot program for ProtecTEEN in Malaybalay, Bukidnon, and Antipolo City between 2022 and 2023. 'In 2024, ProtecTEEN and its range of services were expanded to select cities and municipalities across all regions nationwide, reaching over 870 adolescent mothers,' stated Assistant Secretary Irene Dumlao on Saturday. ProtecTEEN, which stands for Psychosocial Support and Other Interventions for Adolescent Mothers and their Families Project, aligns with Executive Order 141, series of 2021, that designates addressing the underlying factors contributing to the rise in adolescent pregnancies as a 'national priority.' The ProtecTEEN initiative is designed to tackle the multifaceted challenges faced by teenage mothers, providing support to help them overcome their current circumstances and become contributing members of society. 'The primary objective of ProtecTEEN is to safeguard and advance the rights and well-being of adolescent mothers, their spouses or partners, and their families,' Dumlao explained. 'It also aims to empower them in their civic responsibilities, contributing to national development and nation-building.'
