The Department of Transportation said it has set its sights on making port operations more efficient so that the government would not have to increase fees and charges, which would burden businesses.
“For example, the collection of garbage and waste. There are contractors that do collections and this costs a lot of money also to the shippers,” Bautista said. “I have asked the DOTr undersecretary for maritime to look into it and work on how to decouple it. Maybe we need a law to separate the operations and regulations of the port.”
In August, PCCI along with the Philippine Exporters Confederation Inc. and Supply Chain Management Association of the Philippines expressed their support for House Bill No. 1400, which seeks to “decouple” the conflicting regulatory and commercial functions of the PPA. “This Act separates the regulatory and development functions of the Philippine Ports Authority [PPA] by converting it into a corporation solely for commercial and development purposes and transferring its regulatory functions and powers to the Maritime Industry Authority [Marina],” the bill, which was filed last July 6, read.
