He emphasized that the department is diligently reviewing its deployment policies to determine the most appropriate course of action, whether it involves restricting deployments or implementing stricter measures to safeguard OFWs. Tulfo strongly advocates for the ban, arguing that it is essential to prevent further harm to OFWs in light of the tragic deaths of Jenny Alvarado and Dafnie Nacalaban. Alvarado succumbed to suffocation caused by burning coal, while Nacalaban went missing for two months before being found deceased. In response, Secretary Cacdac revealed that the department is currently undertaking a comprehensive review of deployment policies and will soon release its findings, including recommendations on whether to tighten requirements or enforce more stringent measures. The DMW already prohibits the deployment of first-time OFWs or those lacking prior overseas work experience. Secretary Cacdac highlighted several existing safeguards, including whitelisting and blacklisting of Kuwaiti recruiters, mandatory pre-departure briefings, and electronic on-site monitoring. He explained that all OFWs undergo pre-departure briefings, ensuring the DMW has their contact information. He further stated that the department personally meets with OFWs before they depart, demonstrating their commitment to ensuring their safety.
