The event coincided with the Golden Dinagsa Festival in the city. Mayor Salvador Escalante Jr. stated that the city government funded and built the project to accommodate the city's expanding population. The hospital will feature a minor operating room, emergency room, clinical laboratory, pharmacy, eight-bed medical ward, and isolation rooms, among other facilities. This will mark Cadiz's second hospital, complementing the provincial government-run Saint Anne's Hospital. Construction is projected to take 667 days, and Negros Occidental Governor Eugenio Jose Lacson hailed the project as a significant advancement for the city's healthcare system
