The Angat Dam in the Philippines has exceeded its normal high water level (NHWL) of 212 meters, reaching 214.54 meters as of 8 a.m. Wednesday, January 15, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). However, despite this increase, the dam's operator, the National Power Corp. (NPC), has not yet opened the reservoir's spill gates.

Angat Dam, situated within the Angat Watershed Forest Reserve in Barangay San Lorenzo, Norzagaray, Bulacan, serves as the primary source of potable water for Metro Manila and irrigation for surrounding provinces. Pagasa hydrologist Ailene Abelardo explained in a Viber interview with The Manila Times that the dam's water level on Wednesday morning was 2.52 meters above its NHWL. Last month, Pagasa administrator Nathaniel Servando had indicated that the control gates would be opened to discharge excess water at the 214-meter level. When questioned about Pagasa's ability to recommend gate openings, Abelardo stated that the agency's role was limited to providing NPC with daily and regular updates on the dam's water level. Apart from NPC, Abelardo mentioned the National Water Resources Board (NWRB), which regulates water resources and potable water, also holds a stake in the dam's operations. Abelardo suggested that other factors might be influencing NPC's decision-making process before they choose to open the Angat Dam gates to alleviate excess water. She emphasized that Pagasa's primary function is to furnish NPC and NWRB with crucial information. She added that Pagasa personnel had been instructed to remain vigilant
