A senior Department of Transportation (DOTr) official informed Councilor Mark Anthony Santos of Las Piñas that an additional P1 billion in funding is urgently needed to address design adjustments and infrastructure conflicts.

Santos emphasized that this funding is crucial for redesigning the stations and resolving issues related to the placement of railway posts. \The adjustments are necessary to align the project with existing infrastructure, but swift action is needed to prevent further setbacks. Santos has been vocal about the need for greater collaboration between the DOTr, the Department of Public Works and Highways (DPWH), and local government units to expedite the resolution of right-of-way (ROW) disputes, which have further entangled the project. \Phase 1 of the LRT-1 Cavite Extension, which includes five stations, experienced a nearly three-year delay due to the Covid-19 pandemic. The P64.92 billion project, executed through a public-private partnership (PPP) between Light Rail Manila Corp. (LRMC) and the government, finally opened to the public in November 2024. Phase 2, extending from Las Piñas to Niog in Bacoor, Cavite, is now projected to be delayed by an additional three to five years, according to the DOTr. Transport Secretary Jaime Bautista explained that the government is forced to redesign the extension to address conflicts with existing infrastructure, particularly a 680-meter flyover on Quirino Highway in Las Piñas. This flyover, part of the controversial Circumferential Road 5 (C-5) extension, was initiated under the leadership of former DPWH secretary Sen. Mark Villar and opened to motorists in April 2023. Santos has called for a comprehensive review of how urban infrastructure projects are planned and coordinated to avoid similar conflicts in the future. The LRT-1 Cavite Extension is not just a transportation project; it is a lifeline for thousands of commuters. Delays like this underscore the need for better foresight and collaboration across agencies, he said. Nevertheless, Santos remains optimistic, urging all stakeholders to work together in addressing the hurdles and ensuring the project's eventual completion
