MANILA, Philippines — The campaign for the 2025 local elections in Manila has 'unofficially' begun.Political allies of former Manila mayor Francisco 'Isko Moreno' Domagoso filed an injunction before a Manila court against Vice Mayor John Marvin 'Yul' Servo-Nieto and councilors allied with incumbent Mayor Honey Lacuna for allegedly conducting an 'illegal and secret session' at the height of Typhoon Carina when work throughout the Metro has been suspended and the city council was said to be in recess.
Seventeen council members of the Sangguniang Panlungsod ng Manila formally filed the case before the Manila Regional Trial Court against Vice Mayor Nieto, in his capacity as and city presiding officer, along with Majority Floor Leader 3rd District Councilor Ernesto 'Jong' Isip Jr., Minority Floor Leader 6th District Councilor Salvador Philip Lacuna and nineteen other councilors.According to 4th District Councilor Joel Villanueva, one of the complainants, their intention in filing the injunction is to determine if the session held last July 23, 2024 was legal.According to Villanueva, on the said date, Malacañang and Manila City government cancelled work due to the devastation caused by Carina.However, Villanueva said Nieto and several councilors still conducted a session without prior public notice.He said during the session, the primary agenda discussed was the 'reorganization' or removal of the committees that the Domagoso allies held.'While Typhoon Carina was raging that day, the accused respondents were able to prioritize this matter and the transfer of City Council funds amounting to more than P83 million to the Mayor's office,' Villanueva said.The accused councilors denied the allegations saying the session was live streamed.
