Rep. Mark Go, chairman of the House Committee on Higher and Technical Education, proposes the creation of a fund that will help students who are unable to pay tuition that prevents them from taking exams.
Go's proposal is part of the four House bills filed separately that prohibit the “no permit, no exam” policy. However, the Coordinating Council of Private Educational Associations, through its managing director Atty. Joseph Noel Estrada, said it might be better to mandate schools to come up with their own policy, such as issuance of promissory notes, and setting grounds for students to be able to take exams without tuition payment.
The committees agreed to form a technical working group for the consolidation of the bills and to come up with a substitute bill.
