Senator Joel Villanueva has urged for the immediate passage of Senate Bill No. 2960, also known as the Lifelong Learning Development Framework Act. This bill aims to establish a comprehensive system that promotes lifelong learning opportunities for all Filipinos. Villanueva emphasized that education should not be confined to formal schooling. He pointed out that while Filipinos spend a considerable portion of their lives in school, their working years often span several decades.
In today's rapidly evolving world, characterized by swift technological advancements, education and training must extend beyond the traditional classroom setting and evolve into a continuous process. He stressed the need for a more adaptable and future-oriented approach to learning to effectively address current challenges and prepare for future demands. The proposed bill seeks to amend the Philippine Qualifications Framework (PQF) Law enacted in 2017 to better facilitate lifelong learning. It proposes expanding the PQF National Coordinating Council to include agencies such as the Department of Trade and Industry and the Department of the Interior and Local Government. Villanueva highlighted a concerning statistic: 3.88 million Filipino youth, representing 19.4% of the 15-24 age group, are not engaged in education, employment, or training. He argued that these individuals require access to continuous learning pathways to re-enter the education system or acquire employable skills. The senator envisions a new framework that makes education seamless, borderless, and flexible, recognizing and valuing learning outcomes regardless of whether they are attained in formal institutions, workplaces, communities, or through various learning modes (formal, non-formal, or informal). He cited successful global models like Singapore's 'SkillsFuture' and Finland's 'Liberal Adult Education' as examples to be adapted to the Philippines' specific context. Under the proposed law, communities could be designated as 'Learning Cities' or 'Learning Municipalities,' fostering localized initiatives for education and skills development. The bill also aims to expand micro-credential programs and alternative certifications through systems like the Philippine Credit Transfer System. Villanueva believes these initiatives will benefit early school leavers, out-of-school youth, and workers seeking to enhance their qualifications. He concluded by emphasizing the necessity of lifelong learning in navigating the complexities of modern life. He stated that relying solely on past education is insufficient in the face of rapid technological advancements and automation, stressing the urgent need for continuous learning and upskilling to remain competitive and adapt to evolving demands
