The Philippine Senate formally approved a bill on February 4, 2023, that redefines the timeline for the inaugural elections of the Bangsamoro Autonomous Region in Muslim Mindanao ( BARMM ). The bicameral conference committee, tasked with reconciling differences between the Senate and House of Representatives versions of the bill, adopted the Senate 's draft. Under the agreed-upon terms, the first official elections for the BARMM will be held on October 13, 2025.

Subsequent elections will be synchronized with the national elections every three years, starting in 2028. Furthermore, the bill stipulates that the current Bangsamoro Transition Authority (BTA) will continue to function as the interim government until a new elected leadership takes office. Senator Joseph Victor 'JV' Ejercito, a key figure in the bicameral negotiations, emphasized the importance of ensuring a smooth transition and upholding the welfare of the BARMM's people. He highlighted several provisions in the reconciled bill, including a mandate for the BARMM government to distribute the allocated share of the Province of Sulu in the annual block grant, adhering to the guidelines set by the Department of Budget and Management.The bill also outlines specific procedures for the Commission on Elections (Comelec) regarding the filing of certificates of candidacy. Notably, the Comelec will not accept new applications for candidacy or expressions of intent to participate beyond the seats allocated to Sulu province. Candidates who had already submitted their certificates of candidacy and nominees listed on party certificates of nomination and acceptance between November 4 and 9, 2024, will be automatically considered for the elections. Senator Ejercito concluded his statement by reiterating the Senate's unwavering commitment to the well-being of the BARMM's citizens and the pursuit of lasting peace in the region
