The Philippine Senate passed a bill establishing a four-year term for barangay officials and Sangguniang Kabataan members, aiming to stabilize and strengthen local governance.

The Senate of the Philippines approved on third and final reading, on Tuesday, January 14, 2025, Senate Bill 2816. This bill establishes a new term of office for barangay officials and members of the Sangguniang Kabataan (SK), the youth council in the Philippines . The measure, which garnered 22 yes votes without abstentions or opposition, seeks to provide a more stable and effective governance structure at the grassroots level. The bill awaits President Ferdinand Marcos Jr.

’s approval for it to become law.Under the approved bill, the term of office for all elected barangay officials and SK members will be four years. No barangay official will be allowed to serve more than three consecutive terms in the same position. The bill also clarifies that a voluntary renunciation of office, for any period, will not interrupt the continuity of service for the full term.The bill also sets the date for the next regular barangay and SK elections to be held on the first Monday of October 2027, and every four years thereafter. The term of office for officials elected following the enactment of the law will begin on the first day of November after their election. 'With the longer, fixed term, barangay officials and SK members will be better equipped to address both local and national issues, while also pursuing medium- to long-term initiatives at the grassroots level,' said Senator Imee Marcos in her sponsorship speech. The bill further stipulates that all incumbent barangay and SK officials will remain in office until their successors are elected and qualified, unless removed or suspended for cause. Officials serving their third consecutive term will not be eligible to run for re-election in the October 2027 elections. The new term structure is expected to enhance the effectiveness of local governance, giving officials more time to focus on developmental projects and better serve their communities
