Stella Luz Quimbo defended the budget law or the General Appropriations Act in a statement she issued on Monday in response to criticisms that it had serious discrepancies. Quimbo said the enrolled General Appropriations Bill was complete and had 'no blank allocations among its more than 235,000 line items.
'She also said that the bicameral report had 'explicitly authorized the technical secretariats of both the Senate and the House of Representatives to implement corrections and adjustments as required. These do not affect the integrity nor the legality of the budget.'Quimbo said that when the bicameral committee members signed the report, 'all appropriations had already been determined and approved — no changes were made.
