Brigadier General Jean Fajardo, the PNP spokesperson and director of Central Luzon, stated that the recent arrest of Duterte provides a precedent for how such warrants would be executed.
While she declined to speculate on who else might face charges or when the International Criminal Court (ICC) might issue warrants, Fajardo emphasized the PNP's preparedness. She explained that the arrest of Duterte has effectively served as a template, stating, 'We already have a template for what to do with others.' If additional arrest warrants are issued by Interpol and the PNP is requested to assist, Fajardo assured that they would 'implement this warrant in accordance with our existing laws.'Earlier this month, Kristina Conti, assistant counsel to the ICC, indicated that Senator Ronald “Bato” dela Rosa and former PNP chief Oscar Albayalde could be the next targets of ICC arrest warrants. Conti pointed to the ICC documents that list Duterte, dela Rosa, and Albayalde as individuals of interest, along with three additional unnamed police officers allegedly involved. Joel Ruiz Butuyan, an ICC-accredited lawyer and chairperson of the Center for International Law (CenterLaw), highlighted a key difference between the ICC and the Philippine legal system. Butuyan stressed that the ICC prosecutor is obligated to provide Duterte and his alleged accomplices with any evidence that may support their defense, a privilege not afforded in the Philippines. He emphasized this as a crucial element ensuring a fair trial, stating, 'The trial that will take place will be so fair because even at the prosecution level, they have the obligation to hand over to him any piece of favorable evidence that might come upon.'Last Tuesday, the PNP executed an ICC arrest warrant against Duterte for crimes against humanity alleged to be committed during his drug war. This campaign, officially acknowledged by the government to have resulted in the deaths of over 6,000 individuals, is estimated by human rights groups to have claimed as many as 30,000 lives. This case continues to be closely watched both domestically and internationally, with implications for accountability and justice in the Philippines
