The Philippine Department of Agriculture has issued a temporary ban on certain animal products from Germany following the detection of foot-and-mouth disease (FMD) outbreaks in the European nation. The ban aims to prevent the introduction of FMD into the Philippines and protect the country's livestock industry.
The Department of Agriculture (DA) has implemented a temporary ban on products derived from animals susceptible to foot-and-mouth disease ( FMD ) originating from Germany . Agriculture Secretary Francisco Tiu Laurel Jr. issued Memorandum Order (MO) 8 following reports of FMD outbreaks in Germany , a highly contagious virus that affects cloven-hoofed livestock.
Germany notified the World Organization for Animal Health (WOAH) of confirmed FMD cases in domestic buffaloes in the municipality of Hoppegarten, Brandenburg on January 10. In response, Laurel directed the Bureau of Animal Industry (BAI) to suspend the issuance of sanitary and phytosanitary import clearances (SPSIC).Under the order, various animal products are restricted from entering the Philippines, including skeletal muscle meat, casings, tallow, hooves, horns, and live swine, bovines, and water buffaloes (including semen). However, certain products are exempt from the ban. These include heat-treated meat products sealed in hermetically airtight containers, protein meal, and gelatin. Ultra-high temperature milk and its derivatives are also permitted if they originate from herds free from the FMD virus; in vivo-derived bovine embryos; and limed hides, pickled pelts, and semi-processed leather that have undergone treatment for at least 28 days with salt containing 2 percent sodium carbonate.Products already in transit or at ports are also exempt, provided they were sourced from animals slaughtered before December 26, 2024. The DA reported that the Philippines imported 3,177.5 metric tons (MT) of beef from Germany in 2024, representing about 0.5 percent of the country's total beef imports. Germany was also a significant source of pork until 2020 when the DA imposed a separate ban due to an outbreak of African swine fever (ASF) in the European nation. FMD is a highly contagious viral infection primarily affecting livestock, especially cattle. Pigs, sheep, goats, and buffaloes are also susceptible. The disease has a high mortality rate, particularly among young animals. The outbreak in Germany has disrupted the flow of meat and goods across Europe, with Britain, a major non-EU pork buyer, halting its purchases. This setback further impacts Germany's livestock sector, which has already faced challenges like higher energy costs and the ASF outbreak among pigs, leading to reduced trade, factory closures, and shrinking herd sizes.
