This optimistic forecast is fueled by robust domestic demand and substantial investments in public infrastructure. To effectively manage this anticipated growth and maintain the fluidity of trade operations, the PPA is actively pursuing a multi-pronged approach encompassing port modernization , digitalization, and regional expansion.

Key infrastructure projects are underway, including the development of a new cargo port in Dapa, Surigao del Norte, and the enhancement of Banago Port in Bacolod. Nationwide port expansions are also being implemented to bolster overall logistics capacity. Furthermore, the PPA is prioritizing strengthened inter-agency coordination and the construction of disaster-resilient facilities to mitigate potential supply chain disruptions.Despite the projected increase in trade volumes, ports across the Philippines are operating within optimal utilization levels. As of December 2024, the Manila South Harbor (MSH) recorded an average daily yard utilization rate of 59 percent, while the Manila International Container Terminal (MICT) registered 71 percent. Container traffic has continued its upward trajectory, with MSH handling 1.29 million twenty-foot equivalent units (TEUs) in 2024, representing a 6.92 percent increase from 2023. MICT processed 2.95 million TEUs, marking a 5.08 percent year-on-year growth. PPA General Manager Jay Santiago emphasized that these figures demonstrate the efficient operation of ports, preventing any backlogs or delays in shipment movement. Santiago also highlighted the crucial role of digitalization in maintaining operational efficiency. He stated that modernizing port infrastructure must be accompanied by digital transformation to facilitate real-time data access and ensure a seamless flow of trade. With stable port utilization and ongoing infrastructure upgrades, the PPA remains confident in its ability to handle the anticipated rise in cargo movement and contribute to the country's economic growth in 2025
