AHEAD of a US congressional hearing on deep-sea mining this week, President Donald Trump issued an executive order enabling US companies and subsidiaries to apply for licenses to mine the seabed in international waters, using a 45-year-old law contrived during the Carter administration — the Deep Seabed Hard Minerals Resources Act — as the legal justification for it.
