President Ferdinand Marcos ordered the Department of Information and Communications Technology (DICT) to prioritize the implementation of its Common Tower Program (CTP) to provide more people better communication and internet access.

The CTP allows mutiple telecommunications networks to use same towers, which results to faster and cheaper services. The Marcos administration has increased the number of digitalized government systems from 250 to 1,277.
