President Ferdinand Marcos, Jr. and former President Rodrigo Duterte blank items in the 2025 budget.“He’s a former President. He knows that you cannot pass a GAA with blank .”
Duterte said the GAA was signed with multiple items left blank, likening it to giving the government a blank check that is “invalid and unenforceable.” He said the budget measure underwent exhaustive review by Congress and the Department of Budget and Management to ensure transparency and accuracy. “The peddling of such fake news is outrightly malicious and should be condemned as criminal. No page of the 2025 National Budget was left unturned before the President signed it into law,” Bersamin said.
“The former president and his cohorts should know better that the GAA should not contain blank items,” Bersamin said.
