The Pangasinan provincial government has successfully implemented its Guiconsulta program, providing incentives for residents to register with PhilHealth Konsulta and access essential healthcare services.
The Pangasinan provincial government has achieved over 90 percent coverage for its innovative Government Unified Incentives for Medical Consultation ( Guiconsulta ) program. This program provides a convenient way for residents to register and access Phil Health ’s outpatient benefits. 90 percent of Pangasinan 's 44 municipalities and three cities have been reached, registering approximately 1.2 million residents.
\Those registered with PhilHealth Konsulta through Guiconsulta are eligible to receive medical consultation, health risk screening and assessment, selected laboratory and diagnostic tests, and selected medicines. The initiative, lauded by PhilHealth, incentivizes Pangasinan residents, including those in remote barangays, to register with PhilHealth Konsulta without disrupting their livelihoods. To achieve this, residents are provided with a small sum of money to cover transportation costs or a day's wages, enabling them to register through the Guiconsulta program. \To further minimize inconvenience and disruptions, the provincial government has deployed caravans to remote areas, bringing the registration process directly to residents' doorsteps. The Guiconsulta program was launched in October 2024 following the enactment of an ordinance by the Sangguniang Panlalawigan. The Department of Health recently recognized the Pangasinan provincial government as one of three national awardees for its Healthy Communities Awards 2024, receiving a bronze award for meeting at least 50 percent of the required criteria, alongside Pasay City and Davao de Oro. The award evaluates 12 key components, including potable water and food security, active transport and road safety, housing, essential health services, quality education, clean environments, income support, and equitable health financing
