1 is still raised over Batanes, the rest of Cagayan, the northern portion of Isabela , the rest of Apayao, Kalinga, the northern and central portions of Abra , the rest of Ilocos Norte, and the northern portion of Ilocos Sur .The center of the eye of the typhoon was estimated at 100 kilometers northwest of Calayan, Cagayan while moving north-northwestward at 20 kilometers per hour .
