Cagayan de Oro City Rep. Rufus Rodriguez has filed the first legislative measure proposing amendments of certain provisions of the 1987 Constitution, saying that reforms to the Charter have become imperative.
Although not mentioned in President Duterte’s State of the Nation Address, the Charter change remains one of the important acts that Congress must pursue during the 18th Congress, said Rodriguez.
HCR No. 01 proposes amendments to the political structure such as the election of 24 senators with three representing each of the nine regions of the country. The phrase “unless otherwise provided by law” also effectively allows Congress to lift limitations to foreign entities and foreigners in land ownership, benefits of franchise and authority to operate public utility, investments and other economic provisions.
