For once, the majority of the members of the House of Representatives — I hate using this phrase — rose to the occasion, suborning themselves to the grand idea that accountability is required of government officials in a functional democracy rather than abetting a fully vetted, thoroughly documented abuse of fiscal norms by the country's second-highest official in her dual role as vice president and education secretary.

Janet Lim Napoles, the central figure in that scam, used phony nongovernmental organizations and fake farm and rural organizations as beneficiaries of congressional pork from corrupt lawmakers.The House has done its part. The impeachment complaint now goes to the Senate for a marathon trial. Only two scenarios may unfold after the trial: Guilty or Not Guilty. A Senate conviction will bar her from holding public office in perpetuity.
