The Metropolitan Manila Development Authority (MMDA) is taking a proactive approach to achieving a zero-waste environment in Metro Manila by implementing comprehensive strategies involving both government initiatives and public participation. Through partnerships with local governments and the private sector, the MMDA aims to promote sustainable waste management practices, increase recycling rates, and ultimately transform waste into valuable resources.

The Metropolitan Manila Development Authority ( MMDA ) is intensifying its commitment to achieving a zero-waste environment in Metro Manila through a multi-faceted approach encompassing strategic interventions and community engagement . MMDA Chairman Don Artes emphasized the agency's dedication to collaborating with local governments and the private sector to implement effective solutions for sustainable waste management .

'With the execution of solid waste management-related interventions that the MMDA is currently pursuing in cooperation with local government units and the private sector, we will be able to achieve a cleaner Metro Manila in the shortest possible time,' Artes stated.MMDA General Manager Procopio Lipana underscored the agency's long-standing advocacy for a cleaner metropolis, promoting waste reduction practices as a fundamental step. Lipana called for a unified and efficient system involving all stakeholders, including businesses, to identify and implement waste diversion strategies. 'To reach our targets, we hope that all stakeholders will work together to create a unified and efficient system, establish partnerships, and collaborate with businesses to identify and implement waste diversion strategies with our recyclers,' Lipana said. He further stressed the importance of transforming waste into valuable resources through recycling and composting, ultimately striving towards net-zero waste generation.Data from the MMDA's 2023 Waste Analysis and Characterization study revealed that approximately 21.44 percent of household waste in Metro Manila can be recycled. Additionally, a report by the Department of Environment and Natural Resources – Environmental Management Bureau estimated that 85 percent of generated waste can be composted. Artes emphasized the critical need to address these waste streams, warning that if left unmanaged, they would continue to degrade the environment, pollute waterways, exacerbate flooding, and hinder economic growth, posing significant threats to public health and the overall economy. The MMDA's Road to Zero Waste Summit held in November 2023 served as a platform to promote sustainable waste management practices and a circular economy. The summit featured forums with experts from various sectors, panel discussions, and interactive sessions focused on both community-level and metro-wide waste management approaches. The agency also hosted the Road to Zero Waste Expo on January 24, 2025, at the MMDA Motorcycle Riding Academy in Pasig City, themed 'Clean Metro Manila.' This initiative aimed to broaden community engagement and strengthen waste management systems. Organized by the MMDA Solid Waste Management Office, the expo featured activities aligned with the 10-Year Road to Zero Waste Program, seeking to raise public awareness and significantly increase waste diversion rates.
