Until now, every new administration has tried to apply an informal sort of amnesty on the unpunished crimes committed in office by its predecessor. Thus, those who had come to power via unconstitutional means were allowed to drift away unpunished after their term.This is obviously not the best practice, but it is the only thing that has worked in our system. If Marcos Jr. wills it, Duterte and his allies could be facing criminal charges in 2025, an election year.
