MANILA—Sen. Lito Lapid has filed a bill exempting indigent college graduates from paying fees for government-administered professional examinations. Under Senate Bill No.

276, or the "Free Professional Examinations Act", students who have no visible income or support, or whose incomes are insufficient for the basic needs of their family, as determined by the Department of Social Welfare and Development, are exempt from paying professional examination fees.

In a statement Wednesday, Lapid said he believes that such fees hinder graduates who come from poor families. “Maaaring ito ay maliit na halaga lamang para sa iba, ngunit sa mga estudyanteng galing sa mahihirap na pamilya na nakatapos ng pag-aaral sa pamamagitan ng scholarships . . . Ito ay napakalaking bagay na,” Lapid said, adding that such a measure could reduce the mental burden on underprivileged students as they take exams.

The licensure tests mentioned in the bill include those conducted by the Professional Regulations Commission, eligibility exams by the Civil Service Commission, and the bar exams by the Supreme Court.
