A REGIONAL trial court in Capas, Tarlac has issued a temporary restraining order (TRO) against the Bases Conversion Development Authority (BCDA) and the Clark Development Corp. (CDC), preventing them from unlawfully taking over the 100-hectare Kalangitan Sanitary Landfill.
