OFFICIALS of the Bases Conversion and Development Authority , Department of Environment and Natural Resources , and Clark Development Corp. are facing a criminal and administrative complaint of graft, grave misconduct and conduct prejudicial to the best interest of the service before the Office of the Ombudsman in connection with the termination of the Metro Clark Waste Management Corp.’s 50-year lease that should expire in 2049.
In a 29-page complaint-affidavit filed on Sept. 9, Victor Hontiveros, the duly authorized representative of MCWM, filed the complaint against BCDA chairman Delfin Lorenzana, president and chief executive officer Joshua Bingcang and officer in charge Gizela Kalalo; DENR director Jacqueline Caancan, and CDC president and CEO Agnes Devanadera, urging the Ombudsman to place them under preventive suspension pending an investigation.
“Simply put, acting in conspiracy with one another, public respondents disregarded the sanctity of the lease agreement between CDC and complainant MCMW over the 100-hectare area which is the site of the Kalangitan Landfill and have performed overt acts to realize their sinister design of unlawfully evicting MCMW from the leased area to favor certain companies also engaged in waste management,” the complaint read.A prescription for change: Rep.
