It’s “highly possible” that President Duterte will discuss about issues concerning the West Philippine Sea in his fourth State of the Nation Address on Monday, Communications Secretary Martin Andanar
said.Andanar, in an interview with ANC, said there’s a possibility that the President will talk about a reported verbal fishing deal with President Xi Jinping.
Andanar, however, clarified that it is up to President Duterte whether he will announce in detail what happened between his bilateral meetings with the Chinese leader.“The President would always tell us, the Cabinet, that the ultimate public that he’s responsible for, the Filipino people, it is essentially the preservation of life of the Filipino people that is most important as his constitutional duty,” Andanar said.
