The requirement for transmitting the complaint to the Senate was only 102 signatures, representing one-third of the current House membership of 306. Adiong explained that while 215 members were physically present during the filing, others had communicated their support, bringing the total to 225, though the Senate could ultimately decide on the validity of additional signatories. As the press conference progressed, Gutierrez revealed the figure had climbed to 239, with several congressmen expressing their intention to join the complaint. The final number of signatories, however, will depend on the Senate's rules regarding amendments to the impeachment complaint. Despite the potential for further additions, Gutierrez emphasized that the original 215 signatories were sufficient to constitute a valid complaint in both form and substance
