This is after Associate Justice Sarah Jane Fernandez of the Sandiganbayan’s Sixth Division found Palabrica guilty of the Anti-Graft and Corrupt Practices Act.The order to perpetually disqualify stemmed from Palabrica’s alleged conflict of interest as he had a drugstore located inside the public market, which is managed by the Dingle local government.
Palabrica, who was also town mayor in 2014, issued a business permit to his own drugstore while signing a lease agreement as both the lessor and the lessee. Palabarica was previously ordered dismissed by the Ombudsman late in 2016. At that time, he was serving as town vice mayor. The Ombudsman found him guilty of grave misconduct and dishonesty after Palabrica’s wife used a dummy for a business firm that engaged in several transactions with the local government of Dingle when Palabrica was town mayor in 2007-2009.
But the Ombudsman’s dismissal order was junked by the Court of Appeals in a February 2018 decision and paved the way to for Dingle to be reinstated as vice mayor. He ran and won in the May 2019 elections.
