The House of Representatives on Monday evening approved on second reading a bill granting salary increases to civilian government personnel, including nurses and teachers, within a period of four years starting January 1, 2020.
After more than two hours of deliberation, the Lower Chamber passed House Bill No. 5712 or the proposed Salary Standardization Law of 2019 “with amendments.” The bill is a consolidation of 105 measures.The House jumpstarted on Monday afternoon the plenary deliberations of the bill with Davao City Representative Isidro Ungab, chairman of the House Committee on Appropriations, sponsoring the bill.
“Merry Christmas to government employees!” Ungab said after the approval of the bill. “This is the best gift we could give to our government employees.” Ungab said the first year-implementation of the salary increase has been allocated P34.2 billion under the proposed 2020 P4.1 trillion national budget.
Ungab said the salary increase shall be implemented in four tranches, with the first tranche beginning on Jan. 1, 2020, the second tranche on Jan. 1, 2021, the third tranche on Jan. 1, 2022, and the fourth tranche on Jan. 1, 2023.“The Salary Grade 1, the smallest category will now be P13,000 per month. That is an increase of about P2,000, from P11,000 to P13,000,” he said.
Ungab assured Castro that her concern will be considered when the joint congressional oversight panel is convened next year.
