A group led by former House Speaker Pantaleon Alvarez will file criminal complaints against House Speaker Martin Romualdez and two other lawmakers for alleged illegal insertions worth P241 billion in the 2025 national budget. The complaints, to be filed on February 10, 2025, stem from alleged blank entries in the bicameral conference committee report on the General Appropriations Act (GAA). Alvarez and his group claim these blanks were filled with unauthorized amounts after the report's ratification, violating the Revised Penal Code.

Topacio said the amount was not approved by the bicam and was not ratified by the Congress as the insertion was done after the bicam report ratification.“The correct thing to have done was to keep the blanks left as blanks, because this is what Congress ratified, but instead, they did the exact opposite. They illegally inserted amounts worth P241 billion. This is not a correction; this is an unauthorized insertion that violated the Revised Penal Code,” he said.
