According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration “Goring” exited the Philippine Area of Responsibility as of 11 p.m. on Friday.
In a 4 a.m. live weather update, weather specialist Meno Mendoza said the southwest monsoon will bring cloudy skies and heavy rain over Batanes, the Babuyan Group of Islands, the Ilocos Region, Cordillera Administrative Region, Zambales and Bataan.
