WITH former President Gloria Macapagal-Arroyo watching from the gallery, the Senate on Monday passed on second reading a bill declaring the province of Pampanga as the Culinary Capital of the Philippines.
Senate Bill No. 2797 hurdled the second-reading vote after Aquilino “Koko” Pimentel III secured an assurance from Sen. Mark A. Villar, sponsor of the bill, that the bill does not seek exclusivity of any culinary-related title and it only highlighted the contribution of Pampanga to the culinary history of the Philippines.
Pimentel wanted to ensure that passing the law would not allow Pampanga to monopolize the distinction and prevent other regions or local government units from also declaring and recognizing their own culinary or food-related history. “So our bill declares the province of Pampanga as the culinary capital of the Philippines in recognition of its contribution to the dynamic and rich culinary history of the country,” Pimentel said.
Arroyo served as the 14th president of the Philippines from 2001 to 2010. Before her presidency, she was the 10th vice president of the Philippines from 1998 to 2001 under President Joseph Estrada, becoming the first female vice president. She was also a senator from 1992 to 1998. After her presidency, she was elected as the representative of Pampanga’s 2nd district in 2010 and continues to serve in this role.
