Joint operations by the Philippine Drug Enforcement Agency (PDEA) and local police units in Cebu and Negros Oriental led to the arrest of seven individuals, including a former police officer, operating drug dens.

In a joint operation conducted by the Philippine Drug Enforcement Agency ( PDEA ) 7 and the Cebu City Police on Wednesday, January 15, 2025, at Barangay Duljo-Fatima, two barangay workers were apprehended alongside a former police officer in a buy-bust operation. The operation targeted Ruel, 58, a former Police Staff Sergeant. Ruel was allegedly operating a drug den after going absent without official leave (AWOL) from his police duties in 2004.

Also arrested were Cosme, 61, an on-call driver from Samboan, and Seighbrey, 46, a parking boy from Barangay Santo Niño, Cebu City. Authorities seized seven sachets of suspected shabu weighing 18 grams, equivalent to P122,400, along with buy-bust money, a cellphone, and drug paraphernalia. The evidence was turned over to the PDEA 7 Regional Office Laboratory for chemical analysis.Leia Alcantara, information officer of PDEA 7, stated that based on their monitoring, Ruel had gone AWOL in 2004 after allegedly experiencing infidelity issues within his marriage. He reportedly chose not to return to his police service and subsequently delved into the drug trade, operating a drug den in the area. Ruel was previously arrested in 2016 on drug charges but the case was dismissed in 2022, allowing him to resume his illegal activities. The PDEA 7 conducted a week-long case build-up on the drug den after receiving information from a concerned citizen. It is alleged that Ruel sold 10 to 50 grams of shabu per week.In a separate operation, another drug den was raided at 11:02 am on Wednesday, January 15, in Purok Israel, Barangay Daro, Dumaguete City, Negros Oriental. A joint force comprising the PDEA Negros Oriental Provincial Office, PNP Regional Intelligence Unit 7, PNP Drug Enforcement Group, and Dumaguete Drug Enforcement Unit conducted the raid. The operation resulted in the arrest of five individuals. The target of the operation was Dante, 50, a construction painter, who was allegedly operating the drug den. The four other suspects apprehended were Reynel, 53, a barangay hall messenger; Virgilio, 46, a barangay tanod; Wilmar, 39; and Carmelito, 45, all tricycle drivers. Authorities seized eight sachets of suspected shabu weighing six grams, valued at approximately P40,800, along with buy-bust money and drug paraphernalia
