Both aircraft plummeted into the icy Potomac River, leaving behind a devastating scene for rescue crews. Police spokesman Colonel Randulf Tuano stated that Manila received notification that a body bearing Malabed's passport had been recovered from the Potomac River. The officer's widow is scheduled to travel to the United States to formally identify and claim the remains. \Malabed, along with two other Philippine police officers, had journeyed to the US to evaluate personnel vests for potential purchase by the Philippine police. Following the evaluation, Malabed intended to pay a courtesy call to the police attache at the Philippine embassy in Washington. Meanwhile, investigators from the National Transportation Safety Board (NTSB) have recovered the black boxes from the passenger plane. The cockpit voice recorder and flight data recorder have been transported to the NTSB labs for analysis. According to a report in the New York Times, staffing at the control tower at Reagan National Airport was reportedly low at the time of the collision. A preliminary Federal Aviation Administration report cited by the Times suggests that a single controller, instead of the usual two, was managing both airliner and helicopter traffic.
