THE Energy Regulatory Commission (ERC) has ordered 22 power generation companies (gencos) to explain their continued derating of facilities and units monitored between January and April.

THE Energy Regulatory Commission has ordered 22 power generation companies to explain their continued derating of facilities and units monitored between January and April. Derating happens when a power system or component is operated at a level below its headline rating to meet safety, thermal and reliability requirements.

'The commission continues with its diligent monitoring of the reliability of major power sources to ensure sufficiency of supply, which affects affordability of power rates,' ERC Chairman and CEO Monalisa Dimalanta said in a statement. 'The persistent derated state of certain plants is concerning, and has prompted the commission to formally ask explanation from the gencos.' The ERC order is pursuant to Resolution 17, Series of 2013, as amended by ERC Resolution 21, Series of 2016, or the revised rules and procedures to govern the monitoring of reliability performance of generating units and transmission systems. The resolution aims to promote accountability among gencos and encourage greater operational and economic efficiency. Among those notified are five firms using biomass technology, namely VS Gripal Power Corp., Grass Gold Renewable Energy Corp., Green Future Innovations, Lamsan Power Corp. and San Jose City I Power Corp. In addition, five firms using pulverized coal were also called to explain, including GNPower Dinginin Ltd., Masinloc Partners Co., Quezon Power Ltd. Co., Sem-Calaca Power Corp. and Sual Power Corp. Four hydroelectric firms sent notices are Angat Hydropower Corp., First Gen Hydro Power Corp., Power Sector Assets and Liabilities Management Corp. and SN Aboitiz Power-Magat Inc. The rest which were made to answer are firms utilizing circulating fluidized bed, combined-cycle, diesel and geothermal power: Mariveles Power Generation Corp., Southwest Luzon Power Generation Corp., Excellent Energy Resource Inc., South Premiere Power Corp., MORE Power Barge Inc., Malita Power Inc., AP Renewables Inc. and Energy Development Corp. These gencos were given seven days to submit their respective response. The commission also required the firms to provide an action plan and timeline for restoring the affected generating facilities to their registered full capacities.
