The Department of Social Welfare and Development (DSWD) has released guidelines for the distribution of the First 1,000 Days (F1KD) conditional cash grants under the Pantawid Pamilyang Pilipino Program (4Ps), starting this January. The guidelines are detailed in DSWD’s Memorandum Circular No. 1, Series of 2025, signed by Secretary Rex Gatchalian on Jan. 6.
\'Through the provision of the F1KD grant for qualified beneficiaries, we will be able to improve the health-seeking behavior of our 4Ps beneficiaries and prioritize the needs of young children to prevent stunting and malnutrition,' DSWD spokesperson Assistant Secretary Irene Dumlao said on Monday, Jan. 13. The F1KD grant provides additional financial assistance to support essential health and nutrition expenses during the critical first 1,000 days of a child’s life. Female 4Ps beneficiaries who are pregnant, as well as households with children aged two and below, will receive an additional P350 monthly health grant. \To ensure positive health outcomes, the 4Ps F1KD aligns with Republic Act No. 11148, also known as the “Kalusugan at Nutrisyon ng Mag-Nanay Act,” and the Department of Health (DOH) protocols. Conditionalities include accessing prenatal services at DOH-accredited facilities, receiving ante-natal care, delivering at accredited health facilities, attending post-natal visits, and obtaining micronutrient supplements and immunizations, among other requirements. Health facilities will monitor beneficiary compliance, and the monthly cash grants will be released based on this compliance. In areas that are geographically isolated and disadvantaged, health workers will assess whether beneficiaries are unable to meet certain conditions. In such cases, appropriate measures will be taken to ensure beneficiaries still receive necessary health and nutrition services, and they will be considered compliant for grant disbursement. \The additional conditional cash grant is provided on top of the existing benefits under the 4Ps program. For education, beneficiaries receive P300 per month for children in elementary school, P500 for those in junior high school, and P700 for those in senior high school

DSWD-Davao Warns Against Fake News Promising Cash GiftsThe Department of Social Welfare and Development-Davao Region (DSWD-Davao) has issued a warning to the public about a circulating 'fake news' campaign promising cash gifts through online questionnaire surveys. This follows a similar phishing scam that emerged during the Christmas season in December 2024. The DSWD-Davao regional director, Vanessa Goc-ong, clarified that the agency does not distribute cash gifts to individuals without proper guidelines or in violation of applicable laws. Recently, in January 2025, SunStar Davao reported that numerous netizens on Facebook had encountered the unverified link, which was not affiliated with the DSWD. The link posed four questions, claiming individuals could receive P7,000 cash assistance as part of the agency's New Year's program. Common questions included background information about the DSWD and its role as a government agency. The link also prompted individuals to share sensitive and personal data such as age, birthplace, and location to receive their financial assistance. Goc-ong urged the public to verify information received through social media by checking the DSWD XI - Davao Region's official Facebook page. Meanwhile, the DSWD central office has acknowledged the scam and stated that claims of receiving a P7,000 Christmas gift from the DSWD in exchange for completing a survey are false.

Comelec Approves Exemptions for DSWD Programs Ahead of 2025 PollsThe Commission on Elections (Comelec) has granted exemptions from the spending ban for several programs of the Department of Social Welfare and Development (DSWD), including the controversial Ayuda sa Kapos ang Kita Program (AKAP). Comelec Chairman George Erwin M. Garcia authorized the exemptions through Memorandum No. 24-09014, allowing 28 DSWD programs to operate during the ban. This ensures the DSWD can continue providing financial aid to low-income earners through AKAP, which aims to mitigate inflation's impact.
