The Commission on Elections has approved exemptions from the spending ban for several programs of the Department of Social Welfare and Development , including the contentious Ayuda sa Kapos ang Kita Program , ahead of the May 2025 polls.
This approval ensures that the DSWD can continue providing financial aid to minimum wage and low-income earners through AKAP, designed to mitigate the impact of inflation on their purchasing power. Critics have warned that it might be used for political purposes in the lead-up to the elections, drawing parallels to the controversial Priority Development Assistance Fund, which the Supreme Court declared unconstitutional. Apart from AKAP, 27 other DSWD programs were also granted exemptions.
