The Veloso panel had earlier proposed the temporary release on bail of prisoners, particularly the elderly, those with underlying health conditions, and first-time offenders, saying that other nations grappling with COVID-19 have done such measure. “[The] DSWD hopes that all concerned agencies will be able to immediately consider this proposal and ensure that compassion and humanitarian considerations will be upheld during this time of public health crisis,” Dumlao said.
